Au delà des défis internes que l’Union Européenne aura a surmonter dans les années a venir, elle se doit de proposer à ses futurs membres et partenaires une vision cohérente de sa politique extérieure. En dehors des problématiques de sécurité et de relations commerciale, il s’agira aussi de défendre les valeurs sociétales et culturelles qu’elle entend promouvoir dans sa zone d’influence, et qui formeront son identité de demain. Les promesses et exigences sont élevées, mais les résultats seront-ils à la hauteur des espoirs suscités par les pères fondateurs ?
 
WORKSHOP AND PRESENTATION OF CARDS REGIONAL PROJECTS
Intellectual Property Rights Protection for the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, Serbia and Montenegro and FRY Macedonia).
The project holds an overall value of 2.25 million Euro and is set out to run for 3 years                                      (2003 - 2006). The European Patent Office (EPO) and the Office for the Harmonization in the Internal Market (OHIM), are implementing the project. The project will focus on regional aspects of legal harmonisation, internal capacity, enforcement and public awareness through a number of workshops and seminars. Mr. Cedric Mabilotte, Team Leader of the Regional CARDS 2002 project gave a general overview. More detailed presentations by the representatives of Regional Patent Offices followed.
